Azerbaijan’s 2027 State Budget Projects $19 Billion in Imports

Baku:In 2027, Azerbaijan's state budget revenues through the State Customs Committee are projected to reach AZN 6 billion 868 million. This figure marks an increase of AZN 6 million over the forecast for 2026 and AZN 498.1 million, or 7.8%, more than the actual revenue for 2025.

According to Azeri-Press news agency, these projections are outlined in the draft law 'On the State Budget of the Republic of Azerbaijan for 2027,' currently under discussion at the Economic Policy, Industry and Entrepreneurship Committee of the Milli Majlis.

The value-added tax (VAT) revenues from imported goods are expected to be AZN 4 billion 700 million, which represents a decrease of AZN 50 million, or 1.1%, compared to the 2026 forecast. However, this is AZN 377.7 million, or 8.7%, more than the figures recorded in 2025. The anticipated increase from the 2025 data is attributed to a projected rise in import volumes based on the country's economic and social development concept and forecast indicators. The total volume of imports for 2027 is set at $19 billion, which is $0.9 billion, or 5.0%, higher than the 2025 actual figures.

The decline in the 2026 forecast is linked to the reduced share of turnover subject to VAT in total imports in 2025, affecting future forecasts. Additionally, excise tax revenues from imported goods are projected at AZN 240 million, reflecting an increase of AZN 6 million, or 2.6%, over the current year's forecast and AZN 7.3 million, or 3.1%, more than the actual figure for 2025. The rise in projected revenues is partly due to the inclusion of several goods in the list of excisable items.
