Baku: The Commission of the Republic of Azerbaijan on Combatting Corruption, chaired by Samir Nuriyev, convened for its meeting on February 16.
According to Azeri-Press News Agency, during the meeting, Chairman Samir Nuriyev highlighted the nation's anti-corruption efforts and legislative amendments under the leadership of President Ilham Aliyev, particularly focusing on the initiatives planned for 2025.
Nuriyev detailed a new mechanism designed for managing corruption risks, which has been integrated into the 2025 legislative framework. He emphasized the importance of protecting individuals who report corruption and noted the inclusion of non-governmental organizations and independent experts in working groups, thereby involving civil society in combating corruption.
He further elaborated on the establishment of a result-based monitoring mechanism for evaluating state programs against corruption, effective from 2025. The Secretariat of the Commission, together with civil society representatives, developed the 'Methodology for Monitoring and Evaluation of the National Action Plan for 2022-2026,' which is expected to enhance the assessment of anti-corruption measures using precise criteria.
The meeting also focused on international cooperation in the anti-corruption domain. Participants reviewed outcomes from reports regarding the implementation of recommendations by the Group of States against Corruption (GRECO) and the Anti-Corruption Network (ACN) for Eastern Europe and Central Asia of the OECD. The efforts in this area were considered satisfactory, and a commitment to continue implementing these recommendations was affirmed.
Additionally, reports on Azerbaijan's involvement in international anti-corruption initiatives, the role of the legal profession, and recent reforms were discussed. Proposals aimed at increasing transparency and eliminating corruption-favorable conditions were also deliberated.
The draft rules for managing corruption risks, prepared by the Secretariat, were deemed appropriate, and an action plan for the upcoming period was approved.
