Baku: COP31 carries broader political responsibility, Azerbaijan's Deputy Foreign Minister and COP29 Lead Negotiator Yalchin Rafiyev said during his speech at the Fourth Climate Week (CW4) conference of the United Nations Framework Convention on Climate Change (UNFCCC), held in Baku and organized by the Ministry of Foreign Affairs, APA reports.

According to Azeri-Press News Agency, Yalchin Rafiyev emphasized that Antalya should not become a place where compromises reached yesterday are renegotiated. He stated that COP31 should pave the way for the implementation of previously agreed-upon commitments. This requires trust between developed and developing countries, negotiating groups, and those providing and receiving support. Azerbaijan aims to foster an environment that allows for understanding the political realities behind each party's positions, continuing its bridge-building role from Baku to Bel©m and now to Antalya.

Rafiyev highlighted Azerbaijan's commitment to being an active partner in the climate negotiations, supporting multilateralism, and assisting Turkey, Australia, and all parties in achieving an ambitious and implementation-oriented outcome in Antalya. He stressed the need for COP31 to demonstrate that multilateralism can effectively address climate issues, rather than merely describing them.

The Deputy Foreign Minister pointed out that the new climate finance target agreed in Baku aims to provide at least $300 billion annually by 2035, with efforts to scale up finance to $1.3 trillion. Finance is crucial for implementing climate commitments, with transparency being another important factor. Rafiyev noted that Azerbaijan established the Baku Global Climate Transparency Platform at COP29 to support developing countries and urged Parties to submit their second Biennial Transparency Reports on time.

The Foreign Ministry official expressed Azerbaijan's support for holding COP31 in Antalya as an 'Implementation COP.' He emphasized that the climate process should transition from discussing commitments to practical implementation and that ambition, transparency, and finance should form the foundation for this shift.
