Baku: The main principles of the State Housing Development Agency in the field of housing development have been announced, said Chief of Staff of the State Housing Development Agency, Jamshid Amirov, during an event dedicated to the Master Plan of Baku held within the framework of WUF13, APA reports. 'Improving citizens' living conditions has always been one of the main priorities of President of the Republic of Azerbaijan Ilham Aliyev. At the same time, meeting housing needs through affordable housing provision is also among the highest priorities. In this regard, the State Housing Development Agency was established as a manifestation of the country's housing policy.
According to Azeri-Press News Agency, the Agency has implemented 19 projects, with the construction of 11 projects covering more than 14,000 affordable apartments already completed. The Agency has also successfully completed three projects in the liberated territories. The Agency continuously conducts research and identifies suitable land plots for future projects, considering proximity to workplaces and environmentally clean areas as special priorities. Once land is allocated, the design process focuses on construction standards, safety, and energy efficiency.
The Agency manages financial resources efficiently and ensures the construction process, followed by an entirely real-time apartment sales process. The apartments offered are priced 25 percent or more below market prices, with long-term mortgage loans available at low interest rates and a down payment of just 10 percent. Apartments are delivered fully renovated with kitchen furniture and heating systems, located in environmentally clean, safe, and comfortable areas.
The Agency has developed the 'Subsidized Housing' electronic system to provide equal conditions for citizens, simplifying the housing procurement process through online real-time applications. This system verifies information through integrated systems of relevant state institutions, ensuring transparency and equality in apartment selection.
Jamshid Amirov emphasized the role of public-private partnerships in housing development, highlighting the importance of private investment in building infrastructure, including telephone, television, internet lines, and public amenities. This approach has minimized state financing needs while enhancing private sector participation in housing solutions.
Affordable housing is designed to be financially accessible and integrated with public transport, social infrastructure, green areas, and employment opportunities. The Agency's goal is not only to increase housing numbers but to foster healthier and more connected communities.
