Baku: The Declaration of the 3rd Baku Security Forum, held on September 21 under the theme ‘Joint activities of security agencies in preventing humanitarian crises and global man-made disasters during terrorist acts and armed conflicts,’ along with an address by Mr. Ilham Aliyev, President of the Republic of Azerbaijan, to the participants, has been registered and published as documents of the UN General Assembly and the Security Council.

According to Azeri-Press News Agency, this development highlights the increasing significance of the Baku Security Forum in security matters and its potential influence on international institutional and legal frameworks. The plenary session of this year’s Forum witnessed the adoption of the Statute and Declaration of the Baku Security Forum. A landmark decision was also made to establish a 24/7 Anti-Terror Information Exchange System among special services and security agencies worldwide.

In his address to the event organized by the State Security Service of the Republic of Azerbaijan, President Ilham Aliyev emphasized the Forum’s unique format in identifying global and regional threats and exploring countermeasures. The gathering of heads and high-level representatives from nearly 90 foreign special service agencies in Baku demonstrates the city’s role as a hub of mutual trust and cooperation in combating common threats.

The Forum’s Declaration underscores the participating states’ commitment to uniting efforts against transnational organized crime, international terrorism, and other threats to global security. It calls for enhanced cooperation, experience sharing, and prompt information exchanges to ensure international security. The UN’s relevant security structures were also represented at the Forum, and the registration of the Declaration and President Aliyev’s address as UN documents was facilitated by the Permanent Representative of the Republic of Azerbaijan to the UN.
