Baku: Azerbaijan’s engagement within the ITU framework reflects a clear commitment to digital transformation and to contributing to global dialogue on the responsible use of space-based systems.
According to Azerbaijan State News Agency, Bryce Kennedy, Space Connectivity Senior Officer at the Telecommunication Development Bureau in the USA, discussed Azerbaijan’s evolving role in the space industry and its impact on technological cooperation in the South Caucasus.
Kennedy emphasized that Azerbaijan has transitioned from a regional participant to a regional convenor in the space sector. This shift is facilitated by its strategic geopolitical position and growing capabilities, enabling it to act as a bridge between Europe, Central Asia, and the wider Global South. Azerbaijan’s investments in space infrastructure have catalyzed dialogue on connectivity, resilience, and sustainable access across the South Caucasus, fostering an integrated regional ecosystem and stronger cooperation among ITU member states.
Kennedy identified Azercosmos, Azerbaijan’s national space agency, as having significant potential for international cooperation. The agency’s satellite communication services provide a foundation for partnerships aimed at bridging digital divides and expanding broadband access. Additionally, Azercosmos has opportunities in Earth observation, particularly in agriculture, environmental monitoring, and disaster management, where collaboration can enhance national capabilities. As global space systems become interconnected, Azercosmos is well-positioned to partner with agencies, commercial operators, and academic institutions on interoperability, data governance, and emerging space applications.
Discussing the economic and strategic significance of satellite technologies for Azerbaijan, Kennedy noted that satellite systems are essential infrastructure that supports national competitiveness. Satellite communications bolster economic diversification by ensuring resilient connectivity in remote areas and strategic sectors like energy and logistics. Earth observation aids environmental stewardship, agricultural modernization, and climate adaptation. Azerbaijan’s satellite assets serve as long-term strategic leverage by generating economic value from space-derived data.
Regarding Azerbaijan’s hosting of COP29, Kennedy highlighted the potential of space technologies in climate monitoring and sustainable development. Satellite data is vital for emissions monitoring, land-use assessment, disaster prediction, and resilience planning. Azerbaijan’s ability to convene stakeholders around climate-focused space solutions positions it as a key player in global climate diplomacy and sustainability efforts.
Kennedy suggested that Azerbaijan should prioritize scientific research, New Space startups, and technology transfer to deepen its integration into the international space ecosystem. Investment in scientific research builds national expertise, while New Space startups offer innovation and commercialization pathways. Technology transfer, linked with universities and international organizations, can scale local capabilities rapidly. Integrating these elements will yield the strongest outcomes.
Finally, Kennedy evaluated Azerbaijan’s participation in the ITU framework as a commitment to digital transformation and responsible space use. Continued collaboration with the ITU could strengthen Azerbaijan’s national capacity in satellite regulation, expand training opportunities, and align national initiatives with international best practices.
