Copenhagen: Deputy Minister of Foreign Affairs of Bulgaria, Elena Shekerletova, participated in the informal meeting of the Council of ‘General Affairs’ held in Copenhagen on September 1-2, 2025. Denmark, serving as the rotating chair of the EU Council for the latter half of 2025, hosted the forum.

According to Trend News Agency, the ministers for European affairs focused on the Copenhagen criteria related to the EU enlargement process. Representatives from candidate and potential candidate countries were present, with discussions emphasizing the gradual integration of these countries into EU policies and programs before achieving full membership.

The Bulgarian delegation reiterated its unwavering support for the European aspirations of countries in the enlargement process, emphasizing the principle of merit. Shekerletova highlighted the necessity of political will to implement reforms aimed at aligning with European standards in key areas such as the rule of law, human rights, including the rights of national minorities and communities, and maintaining good neighborly relations, as essential steps toward EU membership.

EU member states also deliberated on the rule of law within the EU and explored possibilities for its enhancement. Deputy Minister Shekerletova remarked on the EU’s rule-of-law toolbox, describing it as a structured and operational framework with various mechanisms.

Internal EU reforms were another focal point of the meeting. Shekerletova stressed that Bulgaria consistently advocates for proposals on internal EU reforms to be grounded in thorough and comprehensive analyses. She underscored the importance of maintaining transparency in the process and considering the positions and interests of all member states. To ensure democratic legitimacy, political commitment, resilience, and effective implementation, Shekerletova emphasized the necessity of maintaining unanimity in areas outlined in the EU Treaties.

During the forum, Deputy Minister Shekerletova had a brief meeting with Germany’s State Minister for European Affairs, Gnther Krichbaum. The discussions centered on bilateral relations and current issues on the European agenda.
