Competition for demolition of ruins in village of Shukurbeyli ended

The Fund for Social Development of Internally Displaced Persons has completed an open tender for demolition of residential and other buildings in the village of Shukurbeyli, Jabrayil region, destroyed during the occupation of the territories of Azerbaijan by the Armenian armed forces. The winner of the competition was named the company ‘Concept Holding’ (TIN: 1500015641) with a value offer of 720.300 manats. Works include https://etender.gov.az/main/competition/detail/290076 dismantling of concrete foundations in the amount of 839.2 m3, demolition of building walls – 17,661 m3, removal of 38.800 tons of construction debris and screed of 20.000 tons of construction debris over a 31 kilometer distance. At that, the observations of specialists have established that in some cases procurement tenders are formal in nature and are conducted in order to legitimize non-competitive agreements between the purchasing state structure and a private supplier of goods (works and services). This is a gross violation of the law. Note that these works are carried out as part of the construction of the village of Shukurbeyli for 1042 families. At the first stage, it is planned to build individual houses for 635 families. According to the master plan, this village was designed on 298 hectares together with the villages of Dejel, Shikhaliagali and the village of Mahmudlu, which are located close to each other in terms of territorial structure. It should be noted that the Restoration, Construction and Management Service No. 1 in the East Zangezur Economic Region and the Restoration, Construction and Management Service in the Karabakh Economic Region are also the customer of the demolition of destroyed villages
