Aktau: The Ministry of Transport of Kazakhstan has issued a statement on the anniversary of the aviation incident involving an Embraer 190 aircraft operated by Azerbaijan Airlines, with registration number 4K-AZ65. This statement marks the release of an interim report by the Aviation Accident Investigation Commission concerning the incident, which took place in Aktau on December 25, 2024.

According to Azeri-Press News Agency, the report was prepared in compliance with Standard 6.6 of Annex 13 of the Convention of the International Civil Aviation Organization (ICAO) and Paragraph 94 of the Republic of Kazakhstan's Rules on the Investigation of Aviation Accidents and Incidents. The interim report has been made available on the Ministry of Transport's website.

The primary aim of the aviation accident investigation, as stipulated by ICAO Annex 13, is to prevent future occurrences of similar incidents. The statement clarifies that the investigation is not intended to assign blame or liability. Alongside the Commission's investigation, a criminal inquiry is being conducted by Kazakhstan's law enforcement authorities. These investigations are independent of any legal or administrative proceedings to determine fault or responsibility, as per Standard 5.4.1 of ICAO Annex 13.

Under Paragraph 97 of the Rules, information related to the incident is restricted for use by investigation participants solely for corrective measures or actions to enhance flight safety. Details regarding the investigation's progress will remain confidential until its conclusion. The final report will disclose the incident's causes or contributing factors and will include recommendations for flight safety once all investigative tasks are completed.
