The MP said: “As noted in the decree, as a result of successful implementation of the State Program on Socio-Economic Development of the Regions of the Republic of Azerbaijan adopted to ensure sustainable and balanced development of cities and regions of the country, the appearance of our cities, settlements and villages has changed radically. The quality of public services provided to the population, the business and investment climate have improved, and the welfare of the population has increased.

Consecutive purposeful reforms and large-scale measures have further increased the economic and military-defense power of our country and contributed to the brilliant victory in the 44-day Patriotic War.

Aliyeva noted that large-scale measures are being taken to restore the liberated territories, ensure their future development, create the necessary infrastructure and return the population to their native lands. The expediency of carrying out all work on the basis of a single program to ensure their equal development through the effective use of the rich economic potential, natural resources and extensive tourism opportunities of these territories requires reconsideration of the division of the liberated territories into economic regions. Especially in the eastern part of the Zangazur plateau, which is surrounded by the Zangazur mountain range and covers a large area from Lachin and Kalbajar to Nakhchivan, on the border with Armenia, and in the same geographical area, historically together,

At the same time, to restore and ensure the rapid development of the ancient Karabakh region, which has a rich historical and cultural heritage, mysterious nature, including Aghdam, Shusha, Fuzuli, Tartar, Khojavend, Khojaly regions and Khankendi city, as well as Agjabedi and Barda regions of Karabakh region. It is also important to create a new Karabakh economic region.

“Reintegration of the liberated territories into the country’s economy requires increasing the efficiency of planning for other economic regions, including Ganja-Gazakh and Aran, ensuring flexibility in economic management and, for this purpose, reconsidering the composition of these economic regions,” he said. Taking into account all these points, President Ilham Aliyev signed a decree on the establishment of new classified economic regions in Azerbaijan. Before this Decree, there were 10 economic regions in our country, but now their number is 14. Most importantly, as emphasized in the Decree, the creation of a single, unified Karabakh economic region without East Zangazur and without any further division, without being called Lower, Upper, Mountainous, Aran, is both economic and it is also very important and very important due to its political significance. Because after the historical Victory and Victory of the Supreme Commander-in-Chief with the above-mentioned economic regions, Muzaffar showed another courageous position, an example of determination, an iron will to strengthen and perpetuate it.
