Baku: Budget revenues from the non-oil sector have exceeded the forecast by more than AZN 300 million, as revealed by Finance Minister Sahil Babayev. The announcement was made during the discussion of the draft law 'On the Execution of the 2025 State Budget' at a plenary session of the Milli Majlis.

According to Azeri-Press News Agency, the finance minister highlighted significant achievements in public finance management in 2025. State budget revenues reached AZN 39.2 billion, surpassing the forecast by AZN 829 million, or 2.2%, and exceeded the 2024 figures by AZN 2 billion, or 5.4%. Non-oil sector revenues totaled AZN 20.4 billion, exceeding the forecast by AZN 311 million. This accounted for 52% of the total budget revenues, surpassing the 2024 figure by AZN 756 million.

The increase in the share of non-oil tax revenues to 59% of the state budget, an improvement of 2.7 percentage points compared to the previous year, indicates a reduction in the budget's reliance on oil revenues. Last year, AZN 16.4 billion was collected for the budget through tax authorities, and AZN 6.4 billion through customs authorities. Of the tax authority collections, AZN 12 billion, or 73.4%, originated from the non-oil sector, while AZN 4.4 billion, or 26.6%, came from the oil sector.

Revenues from paid services provided by budget-funded organizations amounted to AZN 680 million, an increase of AZN 132 million compared to 2024, Babayev stated. He also mentioned that transfers from the State Oil Fund to the state budget were made as planned, totaling AZN 14.5 billion.
