Baku: The frequency of floods in Azerbaijan has surged dramatically, increasing by 10 to 15 times in recent years compared to previous figures. Khayyam Mammadov, First Deputy Chairman of the Azerbaijan State Water Resources Agency, highlighted this alarming development during a panel discussion titled 'Advantages and Challenges of Integrating Artificial Intelligence into Multi-Hazard Early Warning Systems,' held as part of Baku Climate Action Week 2026 (BCAW 2026).
According to Azeri-Press News Agency, Mammadov noted that the previously recorded number of floods, which stood at approximately 10-20 incidents annually, has risen sharply. He emphasized the inadequacy of solely relying on infrastructure development and rapid response measures to combat this growing threat. Instead, he advocated for a proactive approach that involves real-time monitoring of atmospheric and river basin processes, early forecasting, and preventive action to identify potential threats.
Mammadov further explained that digital technologies, early warning systems, and artificial intelligence could significantly enhance flood management efforts. Currently, Azerbaijan operates 84 hydrological stations to monitor river water flows, with 40 utilizing automated devices and 44 relying on traditional gauge boards. The goal, under the 'National Strategy for the Efficient Use of Water Resources,' is to modernize this network and establish a comprehensive, responsive database.
The strategy aims to improve the prediction of river discharges and water levels, identify flood and drought risks earlier, and assess potential impact zones in advance. Leveraging artificial intelligence for analyzing historical data, meteorological observations, satellite imagery, GIS maps, and climate scenarios could allow for early identification of climate risks, thereby improving readiness and mitigation strategies.
