According to Azeri-Press News Agency, Patricia Scotland highlighted the diverse nature of the Commonwealth, which encompasses five distinct regions with varying country sizes and standards. She stressed the importance of collaboration among these regions to address limited resources effectively. Emphasizing the need for a unified and comprehensive policy, Scotland advocated for a restorative approach, noting the interconnectedness of cities and rural areas and the necessity for a thorough assessment of these dynamics.

Scotland pointed out that while data comprehension is crucial, the primary challenge lies in its implementation. She acknowledged that understanding the issues has been ongoing for years, yet practical execution remains the key obstacle. A highly practical approach, she suggested, is essential for achieving the set goals, as demonstrated by initiatives within the Commonwealth.

Furthermore, Scotland underscored the significance of learning from others' successes and failures. She emphasized the need for proper governance and implementation, citing the establishment of a performance management principle within the Commonwealth. This principle is designed to ensure that all 56 member countries can effectively understand and implement their strategies.
