Baku: An event focused on Post-conflict Urban Development was held at the Azerbaijan pavilion as part of the WUF13. The opening featured a video presentation on reconstruction and restoration efforts in Khankendi city and the Aghdara, Khojaly, and Shusha districts.

According to Azerbaijan State News Agency, Aydin Karimov, Special Representative of the President of Azerbaijan in the Shusha district, remarked that reconstruction work began immediately after liberation and has progressed rapidly in recent years. Shusha is home to about 200 historical and cultural monuments, many of which were damaged or destroyed during the occupation. To date, 27 monuments have been restored, including seven mosques, six springs, and seven cultural sites in Tut Garden, along with Shusha Fortress, the statue of Uzeyir Hajibeyli, the mausoleum of Molla Panah Vagif, and the Khanlig Mukhtar caravanserai.

Karimov added that since May 10, 2024, a total of 1,411 people, representing 377 families, have been relocated to Shusha. In the first residential area, 23 multi-apartment buildings consisting of 450 apartments have been commissioned. A Treatment and Wellness Center is already operational in Shusha. A Government Services Center has also been established, while restoration work on the Girls' Gymnasium School is currently ongoing.

Elchin Yusubov, the President's Special Representative for Khankendi and the Aghdara and Khojaly districts, noted that mine clearance and unexploded ordnance clearance activities in the three areas were among the most challenging processes. He highlighted that 1,456 hectares in Khankendi, 10,359 hectares in Aghdara, and 9,874 hectares in Khojaly have been cleared of mines and unexploded ordnance.

Yusubov further reported on the return of families to these regions: 71 families (302 individuals) to Khankendi, 857 families (3,341 individuals) to Aghdara, and 1,083 families (4,510 individuals) to Khojaly. He also provided updates on the rail and bus terminal project, stating that the design of the 28-kilometer Aghdam-Khankendi railway line is 90 percent complete, with construction at 51.1 percent. Similarly, the design of the railway and bus terminal in Khankendi is 90 percent complete, and its construction has reached 40 percent.
