Baku: President Ilham Aliyev has addressed the participants of the international conference on the topic ‘Constitution and the Rule of Law in Modern Legal Systems,’ APA reports.

According to Azeri-Press News Agency, President Aliyev marked the 30th anniversary of Azerbaijan’s Constitution, underscoring its significance in the nation’s history. He highlighted how the Constitution, adopted on November 12, 1995, during a period of regained independence and regional conflict, served as a crucial socio-political milestone. Drafted under the guidance of National Leader Heydar Aliyev, it established a modern, democratic framework based on universal values and international democratic experiences.

President Aliyev emphasized that the Constitution declares the people of Azerbaijan as the sole source of state power and sets the foundation for a balanced government structure. It prioritizes human and civil rights, political pluralism, and local self-governance. Since its adoption, the Constitution has been central to Azerbaijan’s reforms and global integration, promoting the rule of law and a market economy while preserving Azerbaijani heritage.

He also noted that Azerbaijan’s rapid development and regional leadership necessitated constitutional updates. Amendments over the years have strengthened human rights mechanisms and civil society foundations. This year marks the fifth anniversary of Azerbaijan’s victory in the 44-day Patriotic War, a milestone that has prompted further legal, economic, social, and cultural reforms.

President Aliyev expressed confidence that the conference, featuring esteemed constitutional experts, would enhance understanding and protection of human and civil rights. He concluded by welcoming participants to Baku and wishing the conference success.
