Khankendi: Anar Guliyev, Chairman of the State Committee on Urban Planning and Architecture, presented President Ilham Aliyev’s address to the participants of the 3rd Azerbaijan National Urban Forum. The forum, themed ‘Towards Climate-Resilient and Healthy Cities: Harnessing Regional Partnerships and Innovative Solutions,’ took place in Khankendi, focusing on urban development in Azerbaijan’s liberated territories.
According to Azeri-Press News Agency, President Aliyev’s address highlighted the extensive construction efforts underway in these regions. He emphasized the significance of urban planning in Azerbaijan’s national development strategy, which aims to promote economic sustainability, social well-being, and climate change adaptation. The ongoing restoration and construction, particularly in the Garabagh and East Zangazur economic regions, showcase the government’s strategic vision in urban development.
The address further detailed the devastating impact of occupation on Azerbaijani territories, resulting in the destruction of historical and cultural heritage, land contamination, and the displacement of over a million Azerbaijanis. The victory in the 2020 Patriotic War marked the beginning of a period of reconstruction and revival, with large-scale projects being implemented in Garabagh and East Zangazur.
Comprehensive regional planning efforts are guiding the resettlement of more than 1.1 million people. Master plans for multiple cities and villages have been approved, with residents returning to several liberated areas. The application of advanced urban-planning principles has facilitated the rebuilding of infrastructure, including international airports, roads, railways, residential buildings, healthcare facilities, and educational institutions.
Energy infrastructure reconstruction and security are also priorities, with solar and wind energy projects underway in Garabagh and East Zangazur. Innovative concepts like ‘smart city’ and ‘smart village’ are being integrated, along with ecosystem restoration efforts.
Economic development is being bolstered through the establishment of industrial parks and economic zones, expanding local production and creating jobs. Enhanced connectivity with Baku and other regions is accelerating the economic and social development of these areas, which now host approximately 60,000 residents under the ‘Great Return’ program.
The decision to host the Third National Urban Forum in Khankendi is symbolic, as the city transitions from occupation to a hub of peace and revival. Infrastructure projects in Khankendi align with the vision of a modern, innovative city.
The ongoing reconstruction efforts are vital for urban development and regional cooperation, fostering sustainable livelihoods and contributing to regional urban growth. Azerbaijan’s urban planning expertise has garnered international interest, positioning the country as a reliable partner in addressing global challenges like climate change.
The upcoming 13th World Urban Forum in Baku in 2026 underscores Azerbaijan’s commitment to international urbanization processes. This event will further enhance Azerbaijan’s role in global urbanization and contribute to sustainable development goals.
President Aliyev expressed confidence that the discussions at the forum will advance strategic initiatives for urban planning and create a greener, more inclusive environment for future generations. He welcomed participants to Azerbaijan and wished the forum success.
