Special Representative Announces Karabakh Cities Built with Green and Smart Concept

Khankendi: All cities in Karabakh are being constructed from scratch, employing a green and smart concept, as confirmed by Vahid Hajiyev, the President’s Special Representative for Gubadli, Jabrayil, and Zangilan districts. This announcement was made during the “III Azerbaijan National Urban Planning Forum” held in Khankendi.

According to Azeri-Press News Agency, the Azerbaijani government is implementing a novel urbanization model in the liberated territories as part of the Great Return State Program. Hajiyev noted that not only are destroyed cities in Karabakh and East Zangezur being restored, but sustainable and smart living environments are also being developed from the ground up.

Hajiyev detailed that the master plans for all cities and villages are based on modern urban planning principles. He explained that in the new settlements, residents will have access to hospitals, schools, kindergartens, and service centers within a 15-minute radius as part of the ’15-minute city model,’ which promotes a green and efficient lifestyle. The villages of Aghaly and Mamatbeyli are cited as examples of this model, where shared facilities provide both budget savings and convenience for residents.

He further mentioned that the concept of Transit-Oriented Development is being applied in the liberated areas. New villages and settlements are being established along major highways and transit lines, which facilitates residents’ access to workplaces, logistics centers, and industrial zones while also stimulating local entrepreneurship.
