The fifth session of the Supreme Assembly of the Nakhchivan Autonomous Republic of the sixth convocation was held on July 8.

The press service of the Supreme Assembly of the Nakhchivan Autonomous Republic told AZERTAC that the following issues were included in the agenda of the session:

  1. Results of socio-economic development of the Nakhchivan Autonomous Republic in the first half of 2021
  2. Approval of the execution of the state budget of the Nakhchivan Autonomous Republic for 2020.

Speaking on the first issue on the agenda, First Deputy Prime Minister of the Nakhchivan Autonomous Republic Elshad Aliyev said that the complex measures taken in the agricultural sector have ensured the sustainable and dynamic development of agriculture. Last year, the construction of a closed irrigation network on 339 hectares, a new pumping station and a pressure pipeline to supply irrigation water to 3,200 hectares of arable land was continued. In the Autonomous Republic, artificial insemination has been kept in focus, 7,100 mother cattle and buffaloes have been inseminated, and 6,200 offspring have been obtained. Work has been done to develop beekeeping, and the number of bee families has reached 99,935. 6,400 fruits, 12,700 evergreen seedlings, 8,400 ornaments and flower bushes were grown in the nursery complex and “Climate Room” this year. In the first half of this year, Nakhchivan Agroleasing purchased 261 units of machinery and technological equipment, 243 units of machinery and 142 units of technological equipment were leased to the owners and the state applied a discount of 840,000 manat. In the autumn of last year and in the spring of this year, grain was sown on 32,721 hectares in the autonomous republic for this year’s harvest. At present, 76,109 tons of grain have been harvested from 24,406 hectares in the autonomous republic. The average yield per hectare is 31.2 quintals. This year, wheat is priced at 45 kopecks per kilogram, and barley and corn at 40 kopecks per kilogram. In 2021, spring sowing was held on 26,379 hectares in the autonomous republic. Banks and credit organizations provided loans worth 7,265,900 manat for the development of agriculture, and producers were provided with 7,542 tons of mineral fertilizers. During the past year, 3,000 tons of agricultural products worth 3.2 million manat were sold at agricultural fairs on Saturdays, Sundays, Novruz holidays and Goycha on May 22-23. In the past period of 2021, the autonomous republic produced 13,081 tons of meat, 51,138 tons of milk, 871 tons of wool and 62,972,000 eggs in live weight. Compared to the same period last year, meat production increased by 3.3 percent, milk production by 1.8 percent, wool production by 1.4 percent and egg production by 13.9 percent. In the past period of 2021, the gross agricultural output amounted to 145 million 684 thousand manat.

The Minister of Economy of the Nakhchivan Autonomous Republic Tapdig Aliyev said that the dynamic development of the economy of the autonomous republic in all areas continued this year, a favorable business environment was created for normal business activities, new jobs were created and the welfare of the population improved. During the first six months of this year, the Entrepreneurship Development Fund provided state funding in the amount of 110,000 manat to finance 3 projects and 1,404,000 manat to finance 56 projects aimed at agricultural development. Also, Nakhchivan Fruit and Vegetable Products Limited Liability Company has completed the creation of a new cold storage with a total capacity of 800 tons at the expense of a soft loan from the Entrepreneurship Development Fund. In order to provide the domestic market with better quality and environmentally friendly agricultural products in the Autonomous Republic, more than 519,000 manat of state financial support was provided to 34 households. The Entrepreneurship Development Fund has allocated AZN 1,542,000 to finance 60 projects this year. 730 licenses for special activities were issued for the purpose of state regulation of entrepreneurial activity. In order to stimulate investment and export, an investment promotion and approval document was issued for an investment project worth 3,108,212 manat. In order to assess the quality and safety indicators, 273 mobile and 1,015 samples of goods were analyzed in the laboratory.

Dear deputies and participants of the session!

In the first half of 2021, development was ensured in the Nakhchivan Autonomous Republic in all spheres, construction work was carried out, and the welfare of the population was further improved. The most important event of this period was the visit of the President of the Republic of Azerbaijan Ilham Aliyev to the autonomous republic on May 10.

During the visit, a new runway of Nakhchivan International Airport, Military Airfield Complex of the Special Forces, Nakhchivan branch of Azerkhalcha Open Joint-Stock Company, Nakhchivan Garrison Central Hospital, Artificial Insemination Center, Julfa-Ordubad highway, as well as the opening of drinking water supply and sewerage systems in Ordubad. The President also visited the monument to the Great Leader and the graves of the martyrs of the Second Karabakh War in Nakhchivan, got acquainted with the construction of the ASAN Service Center and Ordubad Hydroelectric Power Station, as well as the Ordubad Railway Station.

Highly appreciating the development of the autonomous republic, the President said: “Nakhchivan is our dear land, the homeland of Heydar Aliyev … The development and prosperity of Nakhchivan is already a reality. Today, the greatest attention paid to the memory of the Great Leader is embodied in this development.

Successive measures implemented in the autonomous republic in the first half of 2021 have contributed to socio-economic progress, sustainable and balanced development has been ensured. In the first half of this year, the gross domestic product amounted to 1 billion 328 million manat, of which 86 percent fell to the private sector.

In the past period, about 18 million manat loans were issued to promote entrepreneurship in the autonomous republic, 55 new production and service areas were created. At present, the production of 384 types of products in the autonomous republic is of great importance as a result of sustainable development.

In the past 6 months, 116 facilities were built or reconstructed in the autonomous republic, and the construction and reconstruction of 168 facilities was continued. In particular, the commissioning of a new mine in Duzdag, along with its important economic significance, has opened up vast opportunities for the extraction, processing and export of salt, our natural resource, by modern methods.

In the first half of 2021, systematic measures were taken to ensure energy security in the autonomous republic, and the use of renewable energy sources was kept in the spotlight. During this period, the commissioning of a 5-megawatt solar power plant in Sharur district and a 1.1-megawatt solar-wind hybrid power plant in Julfa district increased the share of alternative and renewable energy sources in meeting the energy needs of the autonomous republic.

The socio-economic development achieved in the first half of the year must be continued.

ASSIGNMENTS

The Ministry of Finance should strengthen control over the implementation of the state budget, prevent misuse and illegal use of budget funds, and prevent additional expenditures.

The Ministry of Economy and the State Customs Committee should monitor the implementation of instructions on the protection of the domestic market and the regulation of imports.

The investigation revealed that in some cases, the provision of business entities with the relevant licenses, permits and other necessary documents is not checked before they are registered as taxpayers. The State Tax Service should pay attention to the issue and the shortcomings should not be repeated.

The development of family farms and entrepreneurship are the main tasks ahead. Every year, measures are taken in the autonomous republic for this purpose, loans are issued. The Central Bank Office of the Nakhchivan Autonomous Republic and the Ministry of Economy should increase control over lending to households and businesses by credit organizations in the autonomous republic and the proper use of loans, and take measures to increase the cashless payment turnover together with the State Tax Service .

In many cases, when creating businesses, domestic demand and export opportunities are not properly analyzed, which reduces profitability. When creating new production facilities, the Ministry of Economy should properly analyze the needs and export opportunities of the domestic market, as well as trends and business plans in export markets, and give priority to the creation of production facilities based on local raw materials.

Interference in the activities of business enterprises in the Autonomous Republic was prevented. However, unwarranted interference of the State Service for Antimonopoly and Consumer Market Control in business entities was observed. This shortcoming should not be repeated.

The scope of agrarian reforms in the Autonomous Republic has been significantly expanded. In particular, the application of advanced planting and irrigation methods, the provision of subsidies has increased interest in agriculture. However, there are still farm owners who do not apply advanced planting methods and do not use the allocated subsidies and fertilizers as intended. The Ministry of Agriculture and the executive authorities should take serious measures in this regard, subsidies should be used as intended, intensive methods should be preferred, and the use of planting atlases should be kept in focus.

The Ministry of Agriculture , together with the Ministry of Economy , should pay attention to the organization of fairs, the continuation of the reception of products in cold storage in accordance with demand and the creation of reserves.

Illegal use and seizure of agricultural lands are more common in Babek, Sharur, Ordubad and Shahbuz districts. The Prosecutor’s Office of the Nakhchivan Autonomous Republic, the State Service for Real Estate and Land Issues and the relevant executive authorities must jointly prevent the use of agricultural land for purposes other than those for agricultural purposes, and these lands must be included in the crop rotation.

Every year, extensive amelioration and irrigation measures are carried out in the autonomous republic, and new hydro-technical facilities are put into operation. However, the receipt of appeals to the Supreme Assembly from the local water supply, especially from the Babek region, shows that the work is not organized properly. “Amelioration and Water Management” Open Joint-Stock Company together with the executive authorities should pay attention to the proper use of irrigation water and the effective organization of irrigation measures during the season, and the water supply of arable lands should be carried out within the rules.

Despite the fact that the scale of landscaping and construction activities carried out in the Autonomous Republic is expanding from year to year, we see that in some cases, engineering and technical requirements are not met. This makes it necessary to further strengthen control in this direction. The State Committee for Urban Planning and Architecture should increase control over the quality of construction work.

The State Agency for Motor Roads must pay attention to the quality factor in road construction, the State Transport Service must increase the level of service in public transport, monitor the technical condition of vehicles.

In the autonomous republic, which once provided electricity through imports, today energy security is fully ensured, export potential has been created, and all settlements have been gasified. The State Energy Service and the Gas Operation Service must take measures to keep losses to a minimum.

The territory of the Autonomous Republic is provided with high-speed and stable Internet, new technologies are applied in all sectors of the economy. The Ministry of Communications and New Technologies must further improve the quality of communication and Internet services, prevent disruptions in Internet broadcasting, and continue to train qualified personnel.

The Ministry of Education must make proper use of the material and technical base and educational opportunities created in educational institutions, continue to increase the professional and professional knowledge of teachers, and the application of the STEAM educational method must be completed by the end of this year.

Shortcomings were revealed in the cultural institutions of the Autonomous Republic. In particular, the activities of music education institutions are not properly organized, there are shortcomings in the field of staff training. The Ministry of Culture should strengthen control over the increase of professional training and proper placement of personnel in enterprises and organizations subordinated to it, and the activity should be built at the level of today’s requirements.

The Ministry of Labor and Social Protection of Population should continue measures aimed at the effective employment of the population in the autonomous republic, hold job fairs, and strive for the effectiveness of the work done under the self-employment program.

The Ministry of Health , together with the Ministry of Labor and Social Protection, should determine pensions in accordance with the requirements of the legislation, and shortcomings in this area should be eliminated. The Ministry of Health must also improve the quality of medical services, pay more attention to the training of doctors, continue measures against infectious diseases, and monitor compliance with sanitary and hygienic standards.

One of the main tasks ahead is to make effective use of the economic potential of the regions, to take care of the private sector and to support the establishment of households. Admittedly, the initiative of the executive branch in this area is weak. The potential of each region must be properly analyzed, and the executive authorities must make proposals for the creation of new businesses and the development of households.

The State Insurance Service should improve the insurance business in the autonomous republic, expand the scope of voluntary insurance and mobile services.

Ensuring socio-economic development is part of the job. The main task is to prepare accurate statistical analysis and forecasts. The State Statistics Committee must properly organize its work with central and local executive authorities , achieve analytical, objective and comparative development of reports on the socio-economic development of the autonomous republic, and ensure the socialization of socio-economic development indicators in accordance with the law.

Hundreds of hectares of greenery are planted in the autonomous republic every year, and environmental measures are taken. However, in some cases, as a result of negligence, we are witnessing the drying of green belts. The Ministry of Ecology and Natural Resources , together with local executive bodies , should pay more attention to the protection of existing green belts, pay attention to monitoring the aquatic environment and its composition of the autonomous republic, plant new gardens and rehabilitate during the autumn planting.

Today, the epizootic situation in the autonomous republic is stable as a result of measures taken to develop veterinary medicine. The State Veterinary Service must continue to monitor the epizootic situation, pay more attention to artificial insemination and the improvement of the sex composition of livestock, as well as the training of specialists in this field.

“Nakhchivan Agroleasing” Open Joint Stock Company should continue to import and lease modern machinery and technological equipment, irrigation systems and beekeeping equipment, as well as fertilizers, new equipment should be given to people with experience in this field and their effective use should be controlled. .

Youth has great potential. Proper use of it is a guarantee of a healthy future. The Ministry of Youth and Sports should pay more attention to working with young people, hold joint competitions with sports federations, and ensure the implementation of the state program.

The history, culture, nature, modern development and other features of Nakhchivan open wide opportunities for the development of tourism. However, the opportunities of Internet resources and social media are not used effectively in this area, and tourism and information policy does not reflect the realities of the day. The Department of Tourism must be prepared for the post-pandemic period, identify the right propaganda mechanism for the tourism potential of the autonomous republic, and establish relations with local and foreign tourism companies.

The State Examination Center should monitor the implementation of civil service legislation, achieve the gradual conduct of attestation, certification and recruitment examinations in government agencies, and constantly enrich the test base.

The State Archives Department must continue the implementation of the “State Program for the Development of Archives in the Nakhchivan Autonomous Republic for 2020-2025″ and improve the archives.

The State Agency for Compulsory Medical Insurance should operate in cooperation with health care institutions and increase control over the proper use of compulsory medical insurance premiums.

The State Social Protection Fund must control the appointment of labor pensions and the payment of payments at the expense of compulsory state social insurance, and take measures to implement state compulsory personal insurance from next year.

The conditions created in the Autonomous Republic open wide opportunities for the development of science and its application in production. The Nakhchivan Branch of the Azerbaijan National Academy of Sciences should pay more attention to the effectiveness of scientific research, make concrete proposals on the training of young researchers and the application of science in production.

In the Autonomous Republic, along with other levels of education, comprehensive conditions have been created for higher education. Higher education institutions must make effective use of existing opportunities, increase the number of foreign students, build educational and scientific-methodological work at the level of today’s requirements, and take the startup movement and the application of innovative methods in education as a priority.

The Youth Foundation must take measures to increase the knowledge and skills of young people, their sense of patriotism, to involve them in volunteerism, to build the activities of creative associations at the level of today’s requirements.

Law enforcement agencies must continue to take preventive measures, and the protection of public order and stability must be kept in mind at all times. The commanders of the army, units and military units must further increase their combat readiness, maintain and increase their reserves, and prepare for the autumn-winter season.

The Ministry of Justice should take the necessary measures to prevent unjustified inspections of businesses, strengthen control over the timely execution of court decisions and the lawful use of land by municipalities.

The Ministry of Internal Affairs should monitor the organization of the traffic police in accordance with the law, and increase the legal knowledge of employees working in this field.

The Ministry of Emergency Situations should pay more attention to fire protection of grain and other areas.

The Prosecutor’s Office of the Nakhchivan Autonomous Republic should exercise more control over the implementation and application of laws.

The State Service for Mobilization and Conscription should increase control over the activities of military medical commissions and ensure the correctness of registration documents.

The Military Prosecutor’s Office of the Nakhchivan Autonomous Republic must monitor compliance with the requirements of the military charter within its powers in accordance with the law and take necessary measures to further strengthen military discipline.

Extensive opportunities have been created for the media of the autonomous republic. However, there are shortcomings in the effective use of material and technical base and creative opportunities. Especially after the reforms, the activity of Nakhchivan TV and Radio should be based on new requirements, “Eastern Gate”, city and regional newspapers should improve the quality of information work.

Speaking on the second issue on the agenda, the Minister of Finance of the Nakhchivan Autonomous Republic Rafael Aliyev said that the revenues of the state budget of the Nakhchivan Autonomous Republic in 2020 amounted to 116 million 718 thousand 58 manat or 103.1 percent against the plan of 113 million 200 thousand manat. The budget received more than 3,518,058 manat. 76 percent or 88 million 685 thousand 886 manat of revenues were collected through the State Tax Service, 21.4 percent or 24 million 956 thousand 167 manat through the State Customs Committee, 2.3 percent or 2 million 740 thousand 408 manat from budget organizations. 0.3 percent or 335,597 manat from paid services and other sources. Expenditures of the state budget for 2020 amounted to 485 million 345 thousand 483 manat, 91.2 percent of expenditures or 442 million 478 thousand 104 manat to current expenditures, 8, 8 percent or 42 million 867 thousand 379 manat was spent on capital expenditures. Most of the capital expenditures were directed to the construction and improvement of the autonomous republic, the construction of local governments, education, health, cultural institutions, the reconstruction of urban and rural roads, as well as the financing of infrastructure renovation projects. A total of 43.7 million manat has been allocated from the national budget to the autonomous republic for the implementation of investment projects in 2020. During the execution of the state budget, the purchase of all goods and equipment purchased at real cost by construction and installation organizations financed from the state budget or receiving financial assistance was controlled.

The Law of the Nakhchivan Autonomous Republic “On the implementation of the state budget of the Nakhchivan Autonomous Republic for 2020” was voted and adopted at the session.
