Baku: Strengthening cooperation with Azerbaijan in the field of mine action is important, said Erfan Ali, Director of the UN-Habitat Regional Office for Eastern Europe and Central Asia, during a panel session at the 4th International Conference on Mine Action, titled 'Humanitarian Demining for Urban Recovery: Setting Excellence Standards for Safe Human Settlements,' in Baku, APA reports. He said addressing the threat posed by landmines is one of the key pillars of rebuilding cities and communities.

According to Azeri-Press News Agency, Ali highlighted that Eastern Europe, Central Asia, and Ukraine have been seriously affected by mine contamination. Explosive remnants of war continue to hinder daily life, agriculture, and reconstruction efforts. Ali stated that mine clearance is a crucial element of urban policy, planning, and financing to clear areas contaminated by mines. Without cleared land, it is impossible to develop effective urban plans, ensure secure property and land-use rights, or create functional infrastructure.

The UN-Habitat official stressed that eliminating the mine threat is also an essential prerequisite for the safe and dignified return of internally displaced persons and refugees. He also highlighted Azerbaijan's efforts in this area. By adopting its 18th National Sustainable Development Goal, Azerbaijan has recognized mine contamination as an obstacle to safe return, resettlement, rehabilitation, prosperity, and peace, Ali said.

According to the UN official, reconstruction carried out in Karabakh and Eastern Zangezur under Azerbaijan's Great Return program links mine clearance with the provision of housing, essential services, and livelihood opportunities. He noted that the objective is not merely to rehabilitate land but also to rebuild communities, restore public life, and create economic opportunities.

Ali emphasized the importance of further strengthening cooperation with Azerbaijan in the field of mine action.
