Baku: The principles governing the operation of autonomous ships and the procedure for regulating their activities are being determined, APA reports. This initiative is reflected in the proposed amendments to the Merchant Shipping Code, which were discussed at today's session of the Milli Majlis.

According to Azeri-Press News Agency, the draft defines an autonomous ship as a civilian vessel capable of operating through an automated control system without direct or continuous human intervention. An operator, holding the relevant certificate, ensures the functioning of the ship's automated control system from a remote control center.

The updated Code will be applicable to ships with high and full automation levels, detailing the responsibilities of ship owners. These include maintaining the vessel as per the manufacturer's technical and software requirements, engaging a certified operator, and establishing a remote control center. The center must ensure regular software updates, cybersecurity protection, and audits.

The requirements for autonomous ships, control centers, and operators will be detailed in the Law on Transport, other Azerbaijani legal acts, and international maritime treaties. The Code's provisions regarding ship registration, state flag, port control, and territorial navigation will extend to autonomous vessels.

Autonomous ships will operate only in designated areas, and operators must be certified according to the Law on Transport. They are responsible for real-time data transmission from the ship's automated control system and accident reports to designated authorities and ship owners. Data from the last six months must be stored and protected.

Operators, whether individuals or legal entities, must meet the requirements set by the Law on Transport. The automated control system must include a collision avoidance system, and ship movement in ports requires the port captain's permission.

The draft law was voted on and adopted in the third reading.
