Baku: President Ilham Aliyev has issued a Decree aimed at regulating the use of targeted budget and extra-budgetary funds within organizations financed by the state budget, APA reports. The Decree specifies that extra-budgetary funds, with certain exceptions, will be allocated solely to enhance the social protection of employees who do not occupy administrative or auxiliary roles, as per the Law of the Republic of Azerbaijan "On Civil Service."

According to Azeri-Press News Agency, the decree affects all organizations financed by the state budget except for the Ministry of Internal Affairs, the State Customs Committee, and the State Tax Service under the Ministry of Economy. For these organizations, only a portion of the extra-budgetary funds will be allocated to strengthen employee social protection. The remaining funds will be redirected to the state budget.

The Decree also outlines specific limits for salary supplements, bonuses, and other payments sourced from extra-budgetary funds. Employees may receive supplements up to 1.0 times their monthly official salary per calendar month. Additionally, bonuses and other payments are capped at 20% of the annual payroll fund within the same year.
