Baku: New requirements are being determined for the registration of individuals on platforms, APA reports. This is reflected in the new articles added to the Law "On Information, Informatization and Protection of Information," which President Ilham Aliyev signed a decree to implement.

According to Azeri-Press News Agency, the draft specifies that individuals under the age of 16 are prohibited from creating individual digital accounts on social media platforms. The responsibility of designating the list of applicable platforms lies with an institution appointed by the relevant executive authority. To comply with the age restrictions, providers are required to employ specific technical methods such as age declaration and verification, alongside obtaining consent from the legal representatives of minors aged 16-18.

The law mandates providers to verify the declared age through email and mobile communication with both the user and their legal representative. Additionally, a refundable withdrawal from a bank card is part of the verification process. Should these methods confirm the user is at least 16, account creation will be permitted. Legal representatives will manage and supervise content, advertisements, and platform usage hours for those aged 16-18.

Providers must perform regular behavioral analyses on the platform and reverify ages if doubts arise. Non-compliance will result in immediate account restrictions, governed by platform-specific rules. For age verification, providers are prohibited from storing or sharing personal data and must delete it post-verification.

Further, providers are tasked with ensuring the deletion of shared content and personal data upon request by the individual or their legal representative. Digital solutions must be in place to address harmful content within 24 hours of detection, protecting the rights and safety of minors aged 16-18.

The law's stipulations on technical capabilities for age verification must be met before the law's enforcement date, allowing providers a year for compliance. Following its enactment, access to accounts belonging to individuals under 16 will be restricted, with unverified accounts deleted and authorities notified accordingly.
