Baku: Azerbaijan is set to implement a new requirement for obtaining construction permits by mandating the inclusion of an energy efficiency passport. Sahil Shukurlu, an official from the State Committee on Urban Planning and Architecture, made the announcement during a roundtable discussion at the Baku Climate Action Week 2026 (BCAW 2026).

According to Azeri-Press News Agency, the Committee has historically considered energy-related factors when issuing construction permits. However, the primary emphasis was previously on minimizing energy losses. With the introduction of the energy efficiency passport, the focus will shift towards integrating energy efficiency standards into the permit process. This move is part of a broader strategy to enhance sustainability in urban development projects across the country.
