Azerbaijan-U.S. Relations Enter a New Strategic Phase: From Energy to Artificial Intelligence

Baku: After regaining its independence following the collapse of the Soviet Union, Azerbaijan quickly emerged as a strategically important player in the South Caucasus region. With abundant energy resources, a willingness for reform, and a readiness for new development projects, Azerbaijan secured its position as a key geopolitical bridge between East and West.

According to Azeri-Press News Agency, Western nations, particularly the United States, recognized Azerbaijan’s strategic significance early on and established diplomatic relations based on pragmatic energy and security partnerships. The implementation of oil and gas projects and the diversification of energy routes have strengthened the strategic nature of these bilateral relations.

Over the past three decades, cooperation in areas like energy security, regional stability, and counterterrorism has formed the core of the shared political agenda between Azerbaijan and the U.S. Despite occasional tensions, the relationship has generally progressed, contributing significantly to the region’s geopolitical architecture and global energy and security balance.

Washington’s strategic support was pivotal in the development of the Baku-Tbilisi-Ceyhan oil pipeline and the Southern Gas Corridor, reducing Europe’s energy dependence on Russia. Beyond energy, Azerbaijan has played a vital role in international security, notably supporting NATO operations in Afghanistan post-9/11, which increased its geopolitical importance to the alliance.

One significant obstacle in U.S.-Azerbaijan relations was Section 907 of the Freedom Support Act, which restricted direct U.S. aid to Azerbaijan due to Armenian lobbying efforts. However, following 9/11, Congress allowed the president to suspend this amendment in exchange for Azerbaijan’s cooperation in combating terrorism, a practice continued by successive U.S. presidents.

Recently, Azerbaijan-U.S. relations have reached a new strategic level. During President Ilham Aliyev’s visit to Washington, a Memorandum of Understanding was signed, marking the transformation of ties into a strategic partnership. This document outlines cooperation in security, economic investment including artificial intelligence, and regional connectivity.

A Strategic Working Group has been established to enhance regional infrastructure, energy investments, and trade and economic cooperation. The suspension of Section 907 was also achieved, removing a longstanding barrier to deeper bilateral ties.

The South Caucasus region is undergoing positive changes, primarily due to Azerbaijan’s restored territorial integrity. The U.S. has been instrumental in facilitating regional cooperation, including steps toward a peace agreement between Azerbaijan and Armenia, termed the Peace Summit by President Trump.

The recent agreements signed in Washington, including a 99-year cooperation deal on the Zangazur Corridor, are pivotal. This corridor will enable unobstructed land passage between Azerbaijan’s main territory and Nakhchivan, addressing one of Azerbaijan’s conditions for peace.

The working visit of Azerbaijan’s president to the U.S. has not only cemented strategic partnership relations but also paved the way for lasting peace in the region, marking a significant milestone in Azerbaijan-U.S. relations.
