According to Azerbaijan State News Agency, Say Samal emphasized the strong friendship between Cambodia and Azerbaijan, highlighting the potential for collaboration beyond urban planning. He pointed out that numerous Cambodians who pursued their education in Azerbaijan are now making significant contributions back in Cambodia. Additionally, Say Samal lauded Azerbaijan's efforts in hosting the World Urban Forum 13, acknowledging its role in fostering global urban development principles and enhancing international cooperation.
