Baku: The 'Azerbaijan Children Hotline,' supported by Azercell Telecom, offered significant child protection assistance throughout 2025, handling a total of 5,520 inquiries.
According to Azerbaijan State News Agency, each case received a professional assessment, utilizing early intervention tools to identify risks and ensure timely responses. The response framework included 127 in-person family visits, comprehensive social evaluations, online psychological consultations, and free legal assistance for beneficiaries.
Individual sessions with children were organized when necessary, and multidisciplinary cooperation with relevant state institutions ensured coordinated case management. Group therapy sessions further enhanced psychosocial support mechanisms for children and their families. Data analysis revealed key areas of concern, with 1,605 appeals related to psychological challenges, 823 to social difficulties, and 808 to various forms of violence, primarily domestic abuse. The hotline also addressed 120 cases of cyberbullying and 53 of peer bullying.
The service documented 165 cases involving children exposed to exploitation or abuse, including 60 incidents of early marriage, 54 cases of children leaving abusive environments, 44 instances of forced labor, and 7 cases of labor exploitation. Additionally, 168 appeals were related to access to shelter and 76 concerned suicidal ideation or attempts, highlighting the ongoing need for professional psychological and crisis support.
Legal guidance was provided in 730 cases, with 302 appeals concerning education rights and 56 related to healthcare access. Other inquiries primarily involved consultations and requests for information on available support services. In terms of demographics, 2,995 appeals were made by women, 1,541 by men, and 984 anonymously. Adolescents aged 15-18 accounted for the largest share of contacts (3,754), followed by children aged 11-14 (1,324) and those under 10 (442).
In 2025, the hotline expanded its awareness efforts through school-based initiatives and digital communication channels, enhancing the visibility of child protection services and preventive outreach. Operating since 2010, the hotline assists children requiring special care and individuals seeking guidance on child protection matters, maintaining confidentiality unless necessary information sharing with authorities is consented to by the applicant.
Accessible via the short number 116111, mobile lines, email, website, social media platforms, and a dedicated mobile application, the Azerbaijan Children Hotline has received over 81,000 appeals since its inception.
