Public procurement portal updated

The State Antimonopoly and Consumer Market Control Service has updated the single portal of public e-procurement.

 

The interface, search system and functionalities of the portal have been improved. In addition, state and budgetary organizations of Nakhchivan Autonomous Republic have been integrated to the portal. The portal operates in Azerbaijani language. The opportunity has been created to share the data through social networks.

 

Turan IA has analysed the content of the portal and found out that the old shortcomings of the portal have not been eliminated yet. When requesting for proposals, as well as open tenders for the purchase of goods, works and services, no list of them is attached.

 

Note that E-contracts are also not attached, nor is background information from the protocol of the Tender Commission about the bidders and the bidders who passed the selection or pre-qualification stage provided. The results of the public procurement are made public without reflecting the offers of other bidders. There is no section on unreliable suppliers in the portal as foreseen by the Azerbaijani Republic “Law on Public Procurement”.

 

The Antimonopoly Service, which is responsible for the legality of public procurement, has not yet made a presentation of the portal nor indicated which country’s experience it used when developing the portal functionality
