The Department of Housing and Communal Services (DHCS) at the State Reserve Administration (SRA) of Shusha city on 24 February concluded a contract for purchase of special equipment. However, the department does not report what kind of special equipment the agency needs.

Total cost of purchased equipment is AZN 983,300 ($578,400). The contract was awarded to “Ref Motors”, which will fulfill the order by the end of this year.

The state procurement portal does not provide information on the goods purchased by the method of request for proposals. According to the law, cars and special vehicles are not included in the list of goods to be procured by this method.

However, the Antimonopoly Service often allows public bodies to use this method. SRA spokesperson Samaya Mammadova did not respond to Turan’s enquiry about this procurement. Neither did “Ref Motors” LLC https://refmotors.az/.

It should be recalled that “Ref Motors” LLC (Tax ID number: 1403064391) is the dealer of “Gaz Group” (Russia), “Ashok Leyland” (India), “HİAB” and “ZEPRO” (Sweden), “SAFKAR” (Turkey) in Azerbaijan.

Last November the Shusha city DHCS purchased 2 Pikap cars worth AZN 126.800 ($74.500).
