Zeynal Naghdaliyev Announces Strategic Shift in Azerbaijan’s Agricultural Development

Guba: Zeynal Naghdaliyev, Assistant to the President of Azerbaijan and Head of the Department for Territorial and Organizational Issues of the Presidential Administration, emphasized the need for a strategic shift in the country's agricultural sector. He announced this during a regional meeting in Guba focused on the 'State Program for the Development of Production and Processing of Agricultural, Fisheries, and Aquaculture Products in the Republic of Azerbaijan for 2026-2030.' The new State Program aims to transition from extensive to intensive development, emphasizing export-oriented production with high productivity.

According to Azeri-Press news agency, the new State Program seeks to address stagnation in the agricultural sector, which has been a concern for the President. Despite previous efforts, the agricultural sector's growth has not met expectations. The President has instructed the Presidential Administration and the Cabinet of Ministers to prepare a comprehensive State Program to revitalize the sector.

The State Program is a strategic document that outlines a new development model for agriculture over the next few years. It serves as a roadmap for increasing production, enhancing resource efficiency, expanding processing and export opportunities, and developing value chains. The program also aims to advance fisheries and aquaculture to a new level. The primary objective is to improve yield quality per hectare, transitioning from an extensive to an intensive development approach.

The program is designed to ensure sustainable agricultural development from 2026 to 2030, strengthen food security, and boost domestic production potential. It aims to increase productivity, added value, and export orientation, accelerate the shift to an intensive and competitive production model, and expand farmers' access to modern agricultural services. It also includes plans to develop fisheries and aquaculture.

Naghdaliyev expressed confidence that the discussions held will help clarify the implementation mechanisms of the State Program, leading to stronger results in the agricultural sector in the coming years.
