Azerbaijan and Mongolia Agree to Increase Road Transport Permit Quotas

Baku: The first-ever bilateral meeting between the Azerbaijan Land Transport Agency (AYNA) and the Department for Coordination of Road Transport Policy of Mongolia's Ministry of Road and Transport marked a significant development in Azerbaijan-Mongolia road transport cooperation. Representatives from Azerbaijan's State Customs Committee, the Azerbaijan International Road Carriers Association, and national transport operators participated in the discussions.

According to Azerbaijan State News Agency, the meeting addressed the current state of Azerbaijan-Mongolia international road freight transport, exploring transit potential and the expansion of cooperation while tackling challenges faced by carriers. The discussions culminated in an agreement to exchange an additional 2,000 permits for bilateral transportation, 250 permits for transit transportation, and 400 permits for third-country transportation in 2026. Initial permit quotas for 2027 were also set, with 2,000 permits for bilateral transportation, 250 for transit operations, and 450 for third-country transportation. This agreement signifies a tenfold increase in exchanged international freight transport permits between the two nations.

The parties further agreed on digitalizing the exchange and use of transport permits. A joint technical working group will be established to commence work on July 1. This electronic system aims to streamline procedures, reduce costs and delays, and enhance transparency and efficiency. Additionally, a direct coordination mechanism will be introduced to swiftly address any issues arising in international freight transport.

The meeting is anticipated to strengthen Azerbaijan-Mongolia road transport cooperation, increase freight volumes, and improve conditions for transport operators.
