Azerbaijan and Ukraine Forge Agreement on Missing Persons Cooperation

Baku: Azerbaijan and Ukraine are set to draft and sign a memorandum of cooperation aimed at enhancing the exchange of experience and knowledge concerning missing persons. This initiative was announced by Jeyhun Rzayev, an employee of the Working Group of the State Commission on Prisoners of War, Hostages and Missing Persons, during the international conference titled "Modern Approaches and Strengthening Cooperation in Resolving the Issue of Missing Persons." The conference was organized in collaboration with the International Commission on Missing Persons (ICMP), as reported by APA.

According to Azeri-Press News Agency, preliminary discussions for this cooperation took place on December 10, 2025, in Kyiv during the International Human Rights Conference. Rzayev also highlighted a visit by a delegation of the State Commission to Bosnia and Herzegovina in April 2025, following the recommendation of the Minister of Foreign Affairs of Azerbaijan. The visit aimed to explore potential areas for cooperation with the Missing Persons Institute of Bosnia and Herzegovina and to gain insights into international practices related to the fate of missing persons.

The experience gained from Bosnia and Herzegovina is considered valuable for Azerbaijan, particularly in search, excavation, and exhumation efforts. This collaboration led to the signing of a memorandum of cooperation between the State Commission and the Missing Persons Institute of Bosnia and Herzegovina on October 9, 2025.
