Baku: A new draft law in Azerbaijan aims to impose fines on individuals and officials who fail to report or prevent signs of violence against children. The legislative proposal was disclosed during a joint videoconference meeting of the Milli Majlis Committees on Legal Policy and State Building and on Human Rights.
According to Azeri-Press News Agency, the draft law introduces Articles 189-4 and 189-5 to the Code of Administrative Offenses. Article 189-4 specifies fines for parents, guardians, and employees of various institutions responsible for child supervision who neglect to report signs of violence to law enforcement or local children's rights commissions. The fines for individuals range from 200 to 300 manats, whereas officials could face fines between 400 and 600 manats.
Article 189-5 targets individuals who do not take action to prevent violence, including persistent pressure and aggression among children, within institutions such as educational, medical, and social service settings. The proposed fines for such individuals range from 300 to 400 manats, while officials could be fined between 500 and 600 manats.
