Baku: Azerbaijan has implemented an Amnesty Act affecting over 12,000 individuals, following a decision by the Milli Majlis on December 19, 2025. This decision was part of the celebrations for the 'Year of the Constitution and Sovereignty'. The Ministry of Justice's Press Service reported that the amnesty, which took effect from December 22 to January 26, has been applied to 12,336 people under various departments. According to Azeri-Press News Agency, the amnesty resulted in the release of 4,977 individuals from fixed-term imprisonment and 6,613 from sentences not involving deprivation of liberty. Additionally, the sentences of 734 people who were convicted to imprisonment were reduced by six months, and 12 individuals were exempted from criminal liability. The amnesty also included 13 people who participated in the Patriotic War and another 13 who had turned 60 by the time the decision was enforced. Among the amnestied, 1,021 individuals had committed crimes that were not of significant public danger, 10, 502 had committed less grave crimes, and 813 had committed grave crimes. The demographics of those who benefited from the amnesty included 11,761 men, among them 17 minors, and 575 women. The Ministry of Justice indicated that the implementation of the amnesty act is still ongoing.
