Azerbaijan Investigates Alleged Plot to Forcibly Seize State Power

Baku: Investigative efforts are currently underway regarding criminal acts allegedly directed against the state power of Azerbaijan. This follows a statement by the State Security Service, which has raised suspicions that several Azerbaijani nationals, including Mehdiyev Ramiz Anvar oglu, Abbasov Abbas Aydin oglu, and Karimli Ali Amirhuseyn oglu, are involved in actions aiming at the forcible seizure of state power and altering the constitutional state structure.

According to Azerbaijan State News Agency, the indictment accuses these individuals, as co-founders and leaders of an organization created by foreign special service agencies, of interfering with political processes in Azerbaijan. This organization, registered in a foreign country as the 'Union of Russian Azerbaijani Organizations' and known as the 'Union of Billionaires,' allegedly involved Abbasov Abbas Aydin oglu, Ibrahimbeyov Rustam Mammad Ibrahim oglu, Mehdiyev Ramiz Anvar oglu, and APFP chairman Karimli Ali Amirhuseyn oglu, among others, in a conspiracy to seize state power forcibly.

The accused are alleged to have acted with financial and organizational support from foreign agencies to incite mass riots and disrupt public order during the 2013 Presidential elections in Azerbaijan. They reportedly directed significant funds received through APFP member Ibrahim Mammad Aziz oglu and others to attract individuals from various regions for these activities.

Technical evidence suggests that members of the 'Billionaires' Union' instructed Azerbaijani nationals abroad to summon relatives and friends to participate in rallies and riots as directed by foreign special service agencies. Secret communications between Ganimat Zayidov and representatives of these foreign agencies reportedly aimed to bring Ali Karimli to power, promising to align Azerbaijan's strategic interests with those of the foreign state.

Further allegations indicate that Ali Karimli sought to exploit public marches in Baku during the July 2020 conflict in Karabakh to create chaos and seize control of key government buildings. Additionally, Ramiz Mehdiyev is accused of submitting a document titled 'Proposals on the Restructuring of the State Administration System,' outlining plans against state power, to Karimli for agreement and later forwarding it to foreign officials.

Ramiz Mehdiyev is also charged with treason, having allegedly legalized a significant sum of criminally obtained funds. Abbas Abbasov, Ali Karimli, Fuad Gahramanli, Mammad Ibrahim, and Ganimat Zayidov face charges under multiple articles of the Azerbaijani Criminal Code, including actions aimed at the forcible seizure of power.

Abbas Abbasov, Fuad Gahramanli, and Ganimat Zayidov have been declared wanted, with arrest measures in absentia, as they remain outside Azerbaijan, evading investigation.
