Azerbaijan Proposes Amendments to Internally Displaced Persons Social Protection Law

Baku: Social support mechanisms related to internally displaced persons (IDPs) in Azerbaijan are set to undergo significant changes. The amendments, proposed to the Law 'On the Social Protection of Internally Displaced Persons and Persons Equated to Them', were submitted for discussion during a session of the Milli Majlis.

According to Azeri-Press News Agency, the current law ensures that social protection measures are in place for three years once conditions allow IDPs to return to their previous residences. For individuals equated to IDPs, these measures remain effective until they can return to their former homes or settle permanently elsewhere.

The proposed amendments suggest that social protection measures will continue for three years from the date IDPs lose their IDP status. Moreover, the requirement for IDPs to be relocated within the same settlement is removed, allowing executive authorities to offer alternative housing outside the original settlement if necessary.

The transitional provisions indicate that for IDPs provided with free housing in liberated territories before the law's enactment, the duration of social protection measures will be calculated from the date they received this new housing. Additionally, IDPs studying in state-funded educational institutions will continue to have their tuition fees covered by the state until they complete their education.

The draft law was voted on and successfully passed on its first reading.
