Azerbaijan’s Deputy FM Highlights Landmine Contamination as Major Human Rights Obstacle

Geneva: Elnur Mammadov, Azerbaijan's Deputy Foreign Minister, visited Geneva to participate in the high-level segment of the 61st session of the UN Human Rights Council. During the visit, the Deputy Minister delivered a speech and engaged in several bilateral meetings.

According to Azerbaijan State News Agency, Mammadov addressed the session, discussing the post-conflict normalization process between Azerbaijan and Armenia. He touched upon issues stemming from the Washington agreement and the significance of the Zangezur Corridor for regional development. He emphasized Azerbaijan's 'Great Return' program, which aims to resolve the fate of missing persons, counter landmine threats, and facilitate the safe return of internally displaced persons. The Deputy Minister stressed that substantial landmine contamination significantly hinders the realization of human rights and highlighted the need for enhanced international cooperation.

Mammadov also referenced the UN Human Rights Council Working Group on Arbitrary Detention's opinion (A/HRC/WGAD/2024/46), dated March 13, 2025, which dismissed Armenian claims in the case of Ruben Vardanyan, affirming that Azerbaijan's legal practices align with international standards.

Additionally, Mammadov underscored Azerbaijan's emerging role as a hub for international discourse, citing recent initiatives like COP29, which propelled climate action. He mentioned that Baku is set to host the 82nd session of the UN Economic and Social Commission for Asia and the Pacific (ESCAP), the 13th session of the World Urban Forum (WUF13), and the 7th World Forum on Intercultural Dialogue this year.
