TURKPA and IPA CIS Explore New Avenues for Cooperation in Election Monitoring

Bishkek: On 29 November 2025, the TURKPA delegation, comprising Deputy Secretary General Talgat Aduov and Secretary of the Commission Aynura Abutalibova, met with the delegation of the Interparliamentary Assembly of the Member Nations of the Commonwealth of Independent States (IPA CIS) as part of the short-term observation of the early parliamentary elections in the Kyrgyz Republic.

According to Azerbaijan State News Agency, Ivan Mushket, Deputy Head of the IPA CIS Council Secretariat and Director of the IPA CIS International Institute for Monitoring Democratic Development, expressed pleasure in welcoming the TURKPA delegation. He provided an overview of the IPA CIS Observation Mission’s activities, noting that the Central Commission for Elections and Referendums of the Kyrgyz Republic accredited over 71 observers, including senators, members of parliaments from CIS countries, IPA CIS officials, and experts from the International Institute for Monitoring Democratic Development of the IPA CIS.

Discussions during the meeting primarily focused on the electoral system, emphasizing the analysis of electoral procedures based on international standards and the standardization of observation criteria. These discussions also touched on various issues related to international monitoring. Mushket mentioned that these topics would be further explored during an international conference titled ‘Building Trust in the Institution of Elections and Referendums: The Role of International Observation,’ scheduled for 19-20 February 2026 at the IPA CIS Headquarters. He expressed a desire to see the TURKPA delegation participate in the conference.

Talgat Aduov, Deputy Secretary General of TURKPA, conveyed his satisfaction with meeting the IPA CIS delegation and thanked Mushket for the detailed information. Aduov shared insights into the TURKPA International Election Observation Mission’s work and composition, emphasizing its dedication to fair and professional monitoring.

He highlighted initiatives led by TURKPA Secretary General Ambassador Ramil Hasan aimed at enhancing the efficiency of the International Secretariat. These initiatives include the new cooperation mechanism in the TURKPA+ format, improved coordination of national parliamentary delegations across various international parliamentary organizations within the Assembly’s framework, and experience exchange programs.

Aduov emphasized TURKPA’s openness to new cooperation opportunities and stressed the importance of exploring innovative forms of inter-parliamentary collaboration. He also highlighted the readiness to obtain reciprocal observer status between the organizations.

Sergey Karavayev, adviser to the Secretary General of IPA CIS, and Aleksandr Ksendzov, Head of the Department for Relations with Branch Offices IIMRD CIS IPA from IPA CIS Secretariat, also attended the meeting.
