Baku: The Commission of the Republic of Azerbaijan on Combatting Corruption, chaired by Samir Nuriyev, convened for its meeting on February 16. Addressing the meeting, Chairman Samir Nuriyev highlighted the efforts undertaken in the country in 2025 under the leadership of President Ilham Aliyev, including key measures in the field of combatting corruption and recent legislative amendments impacting public relations.
According to Azerbaijan State News Agency, Nuriyev noted the establishment of a new mechanism for managing corruption risks within the 2025 legislation. Relevant norms were added to protect the rights of individuals reporting corruption, and representatives from non-governmental organizations and independent experts were involved in working groups to ensure civil society participation in anti-corruption efforts.
Nuriyev emphasized the foundation of a result-based monitoring mechanism for evaluating state programs against corruption in 2025. He stated that the Secretariat of the Commission, with civil society involvement, has developed the 'Methodology for Monitoring and Evaluation of the National Action Plan for Strengthening the Fight against Corruption for 2022-2026,' which will facilitate evaluation based on precise criteria.
The meeting also focused on international cooperation in combating corruption. Participants reviewed the outcomes of reports on Azerbaijan's implementation of recommendations from the Group of States against Corruption (GRECO) and the Anti-Corruption Network (ACN) for Eastern Europe and Central Asia of the OECD. The meeting acknowledged the satisfactory efforts and agreed to continue implementing the recommendations.
Reports on Azerbaijan's participation in international anti-corruption initiatives, the legal profession's role in tackling corruption, and recent reforms were presented. Proposals for enhancing transparency and addressing corruption-conducive conditions were also discussed. The draft rules for managing corruption risks, prepared by the Secretariat, were deemed appropriate, and the action plan for the upcoming period was approved.
