Kyrgyzstan Proposes Year-Long Residence Permits for Certain Foreign Nationals

Bishkek - The Kyrgyz Republic is considering a significant amendment to its policy on the stay of foreign citizens and stateless persons within its territory. This proposed change, aimed at optimizing the process of documenting foreigners and stateless persons for temporary and permanent residence, was introduced for public discussion by the Ministry of Digital Development.

According to 24.kg News Agency, the amendment involves the introduction of a new type of residence permit, termed a 'temporary residence permit.' This permit is specifically designed for citizens from Russia, Kazakhstan, Tajikistan, Armenia, Belarus, Georgia, Azerbaijan, and Moldova, who are in Kyrgyzstan for private purposes.

The proposed regulatory framework includes several key provisions. Applications for residence permits will be processed electronically through the Single External Migration Registration System. Additionally, the applicant's materials for obtaining a residence permit will be stored electronically within the same system.

One of the notable aspects of this amendment is the expedited processing of materials for residence permit applications. This change is expected to streamline the process significantly. The Ministry of Digital Development will be responsible for determining the forms, descriptions, and samples of the residence permits.

Furthermore, the amendment proposes changes to the Cabinet's Resolution No. 689. These changes specify that the registration of citizens from Russia, Kazakhstan, Tajikistan, Armenia, Belarus, Georgia, Azerbaijan, and Moldova, arriving in Kyrgyzstan for private reasons, will be valid for one year based on the residence permit. Similarly, foreign citizens in Kyrgyzstan for educational or work purposes will also have their registration valid for one year, contingent upon a certificate from an educational institution or employment documentation in the republic.
