Bel©m: Azerbaijan’s COP29 Presidency, in partnership with COP30, hosted a high-level Ministerial Dialogue on climate transparency as part of the 30th Conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC) in Brazil’s Bel©m city. The event was attended by several prominent figures, including Mukhtar Babayev, Representative of the President of Azerbaijan on Climate Issues and COP29 President, Yalchin Rafiyev, Deputy Foreign Minister and COP29 Lead Negotiator, and Andr© Aranha Corrªa do Lago, COP30 President. Other notable attendees included Simon Stiell, UNFCCC Executive Secretary, Inger Andersen, United Nations Environment Programme (UNEP) Executive Director, as well as senior representatives from the EU and environment ministers from countries such as China, the UK, Norway, the UAE, Angola, and Tuvalu, alongside leaders of international organizations.
According to Azerbaijan State News Agency, the discussions during the event focused on assessing progress on the Enhanced Transparency Framework (ETF), which is a key mechanism for implementing the Paris Agreement. The dialogue emphasized the importance of the Biennial Transparency Reports (BTRs), which were introduced at COP29, and addressed the challenges involved in their preparation while looking at opportunities for future collaboration.
Azerbaijan’s leadership during its COP29 Presidency received recognition for its contributions to climate transparency, with the Baku Global Climate Transparency Platform (BTP) being acknowledged as a crucial initiative in global transparency efforts. In his address, COP29 President Mukhtar Babayev highlighted the essential role of climate transparency in meeting the commitments of the Paris Agreement and stressed the need for ongoing collaboration to advance the global climate agenda.
COP29 Lead Negotiator Yalchin Rafiyev spoke about Azerbaijan’s efforts to enhance climate transparency and accountability during its presidency. He mentioned the support provided to various countries in preparing BTRs through the BTP and underlined the importance of continuing high-level meetings to prioritize climate transparency on the political agenda. Rafiyev emphasized that the positive practices initiated by Azerbaijan should be maintained in future COP events.
