Plan to Prevent Traffic Jams in Center of Baku Revealed


Baku: “Thanks to all this work, initial positive results have been achieved,” said Anar Rzayev, Chairman of the Board of the Azerbaijan Land Transport Agency (AYNA), at a meeting dedicated to transport issues, APA reports. The Chairman noted that, however, there was a need to develop a unanimous plan that would take into account the joint operation of all means of transport in order to meet citizens’ mobility needs: “On your instructions, work was carried out in this direction, and firstly, all flows entering the city were assessed. It turned out that more than 630 thousand passengers-citizens head towards the center of Baku every day. These citizens travel towards the city center in approximately 300 thousand cars. The directions have also become clear. In particular, the Sumgayit-Khirdalan direction has a large share here. Other directions are the outskirts of Baku. Based on this, a unified, coordinated, integrated transport plan has been prepared, and I am reporting its directions to your attention. There
are two main directions here. The first direction is the implementation of road infrastructure projects. There were 50 road infrastructure projects. These were simulated in a digital twin and the 9 most optimal, most efficient projects were prioritized and reported to your attention. These projects concern three ring roads: Bilgah-Novkhani-Khirdalan-Shamakhi highway, Sabunchu-Sulutepe highway, and a ring road connecting the first ring road to Ziya Bunyadov Avenue. As a result of the construction of the ring roads, part of the flows of the main arteries of the city center will switch to these roads, so that the city center will be relieved. Six other projects are also aimed at resolving the bottlenecks within the city, so that the movement of vehicles here will become somewhat smoother.”



According to Azeri-Press News Agency, the plan’s main focus is on two key directions: implementing road infrastructure projects and resolving city bottlenecks. A total of 50 road infrastructure projects were initially considered, with nine being prioritized for their efficiency. These projects include the construction of three major ring roads and aim to divert traffic away from the city center to alleviate congestion. The ring roads identified are the Bilgah-Novkhani-Khirdalan-Shamakhi highway, the Sabunchu-Sulutepe highway, and a ring road connecting to Ziya Bunyadov Avenue.



In addition to the ring roads, six other projects target specific bottlenecks within Baku to improve vehicle movement. This approach is part of a broader effort to address the daily influx of over 630,000 passengers who travel to the city center, primarily from Sumgayit-Khirdalan and other outskirts. By implementing these measures, AYNA aims to enhance the overall traffic flow and reduce congestion in Baku’s central areas.
