Rules for Social Media Use by Teens in Azerbaijan Under Review

Baku: A new, adaptable yet controlled framework for social media use among the 16-18 age group is being developed, according to Chair of the Human Rights Committee Zahid Oruj. The announcement was made during a discussion of the draft law "On Information, Informatization and Protection of Information" at a joint meeting of the Milli Majlis Committees on Human Rights, Family, Women and Children's Issues, and Legal Policy and State Building.

According to Azeri-Press News Agency, the committee chair explained that teenagers in this age bracket will be allowed to create accounts on social media platforms, but only with the explicit consent of their legal representatives-typically their parents. The draft law further prohibits the use of manipulative design techniques, such as infinite scrolling and automatic video playback, on personal accounts of minors. This stipulation imposes a stringent requirement on technology companies: if they wish to operate in Azerbaijan, they must not exploit the psychology of children.

The draft law also contains strict measures regarding data privacy. It prohibits the transfer of personal data collected for age verification purposes, including bank card, email, and mobile phone information, to third parties or for commercial use. Furthermore, service providers are required to submit annual reports to state institutions by January 15, ensuring that corporate activities are transparent and accountable.

Failure to comply with the law will result in fines for both officials and legal entities. The law also enforces platform responsibility and grants parents the legal right to supervise their children's digital activities, a provision considered highly valuable for strengthening the family institution.
