Russian Citizens Wanted for Alleged Calls Against Azerbaijan

Baku: Russian citizens have been placed on an international wanted list following allegations of making public calls against Azerbaijan's constitutional order and territorial integrity. The Prosecutor General's Office is actively pursuing a pre-trial investigation into the matter, citing charges of inciting national hatred and public calls to terrorism.

According to Azerbaijan State News Agency, the investigation identified reasonable suspicion against three Russian citizens: Ivan Andreyevich Knyazev, a journalist from Moscow 24 television; Semyon Sergeyevich Uralov, a self-proclaimed political consultant and media expert; and Aleksey Aleksandrovich Chadayev, a TV journalist and adviser to the Russian Minister of Transport. The individuals allegedly advocated for violent methods against Azerbaijan during appearances on the 'Clarity of Understanding' program on the 'Semyon Uralov' YouTube channel in July and August 2026.

The Prosecutor General of Azerbaijan has initiated a criminal case against the trio under Articles 214-2, 281.2, and 283.2.1 of the Azerbaijani Criminal Code. These charges include public calls for terrorism, actions against the state, and inciting national hatred. Given their absence from Azerbaijani territory, arrest warrants have been issued in absentia, and the suspects have been placed on the wanted list.

In a bid for international cooperation, the Prosecutor General's Office has requested assistance from global partners to apprehend and extradite the accused. The office emphasizes its commitment to addressing any unlawful acts that threaten Azerbaijan's sovereignty, in line with national and international legal frameworks.
